当然，我们也应看到，我国在哥本哈根会议前夕做出的减排承诺，走低碳经济的发展之路，不仅是为了应对欧美等发达国家在温室气体减排方面向我国施加的巨大压力，而且是切实转变我国经济发展方式，实现经济社会可持续发展和从工业文明走向生态文明的必然选择，也是中国实现科学发展的必然要求。
